The new Energy Conservation Government regulation no 33/ 2023 has been issued to revoke the previous Government Regulation no 70/ 2009. The GR differentiates between upstream and downstream management. The definition is more specific and detailed than the previous GR and new sectors besides industry have been added. Four sectors are now obligated to energy conservation activities: Energy suppliers, transportation, industry, and buildings. Furthermore, the new GR defines specific energy utilisation for each sector that has to implement energy management; >6000 TOE for energy suppliers, >4000 TOE for transportation, >4000 TOE for industry, and >500 TOE for buildings.
Through the new GR no 33/ 2023, the Government also makes a new provision: the development of energy service business, such as ESCOs. It was not included in the previous GR no 70/ 2009. Energy conservation-related activities include energy audit, energy efficiency project financing, installation, construction and operation, and energy performance measurement/ verification. Public service agencies and private business entities related to energy conservation services can carry out all those services.
